On September 10, the Manitoba Provincial Nominee Program (MPNP) issued 793 Letters of Advice to Apply (LAAs). The largest share, 508 invitations, went to Manitoba graduates and spouses of Manitoba graduates. Healthcare workers picked up 233 invitations, francophones got 11, and 41 went to candidates recruited through strategic initiatives.
Anyone who received an LAA now has 60 days to submit a complete application for provincial nomination.

Of the 793 total invitations, 272 candidates had already declared a valid Express Entry profile, meaning their nomination could eventually stack with a federal Express Entry application for extra points.
To qualify under the graduate category, candidates (or their spouse) needed to have completed post-secondary studies in Manitoba and held an EOI score of at least 825. They’ll need to back this up with a diploma and transcript later in the process.
Healthcare selections came from candidates already working in Manitoba under Broad Occupational Category 3 of Canada’s National Occupational Classification, which covers a wide range of health-related roles, from support work to professional and technical positions.
The 41 strategic recruitment invitations broke down like this:

Once nominated, candidates can request a work permit support letter and apply for a work permit while their PR application is processed. Many also become eligible for a bridging open work permit once that PR application is submitted.
Candidates still waiting in the EOI pool aren’t left out either. Those holding a Manitoba support letter issued on or before December 31, 2025, confirming their pool placement, and who hold, recently held, or applied to renew a work permit, may still qualify for a special work permit under a temporary public policy.
