Dear Future Neighbour,

As previously announced, the increase in minimum wage of six provinces in Canada took effect on Sunday, October 1, 2023, these provinces include Ontario, Saskatchewan, Manitoba, Nova Scotia, Newfoundland and Labrador, Prince Edwards Island.

This is a rather exciting news as it positively affects several workers in various fields of employment as well as students. Students below the age of 18 who work during summer vacation for at least 28 hours per week will be getting an increase of $1 per hour, that is $14.60 to $15.60.

In the latest rounds of invitation sent out by International Experience Canada (IEC), a total of 2,281 candidates from 33 eligible countries were invited to apply for open work permits under the working holiday visa draw in the past two weeks.

On Thursday, September 28, 2023, Manitoba sent 1,072 invitations for PR to profiles under the Skilled Workers Overseas category.

Only profiles with a CRS score of 605 and above were selected in this round of invitation.

504 candidates from the total number invited had an Express Entry profile and a job seeker validation code.

In a report gathered by Statistics Canada on Wednesday, September 27, 2023, there has been an increase of almost 700,000 in the total number of  temporary residents already in Canada on study permits, work permits, and asylum claimants as at the second quarter of the year 2023 in comparison with the second quarter of 2022.

The probability of this Canadian Temporary Resident holders to get Canadian Permanent Residency is low as the ratio of Permanent Residency Spots to the number of Temporary Residents do not match.

This increase in number of temporary residents across Canada is based on the fact that there has been less conversion of  TRs to PRs which has led TR holders to either enrol for study permit or apply for LMIA work permits to prolong their stay. The introduction of PGWP extension by the Canadian government also help graduates extend their stay for 18months after graduation.

There has however been more emphasis on issuing PR to specific skilled workers, francophones and educated individuals with experience of 3 years and above.

A rumbling sound of excitement as IRCC announces the very first Express Entry draw for profiles with experience in Agriculture and Agri-food occupations on Thursday, September 28, 2023. A total of 600 invitations were issued in this draw.

To qualify for this draw, candidates must have at least six months of experience in any of the occupations listed below:

  • 82031 – Contractors and supervisors, landscaping, grounds maintenance and horticulture services
  • 82030 – Agricultural service contractors and farm supervisors
  • 63201 – Butchers – retail and wholesale

British Columbia sends out over 204 invitations to apply for permanent residency in targeted draws on Tuesday, September 26, 2023.

In the targeted draw for 35 tech occupations, 127 invitations have been issued under all the BC PNP Skills Immigration streams as well as Express Entry streams with an increase in the cutoff score by 2 points compared to the previous tech-only round of invitations on September 12.

49 invitations have been sent targeted at profiles with experience as early childhood educators and assistants (NOC 42202).

Also, 28 invitations are targeted at profiles in 39 healthcare-related occupations.

Less than 5 invitations have been sent targeting other priority occupations (NOCs 31003 and 32104).

On Tuesday, September 26, 2023, Ontario Express Entry draw sent out 1,696 invitations for permanent residency under the Human Capital Priorities (HCP) stream of the Ontario Immigrant Nominee Program (OINP).

Eligible applicants who created Express Entry profiles between September 26, 2022, and September 26, 2023 with a CRS score between 350 and 462 are set to receive invitations to accept provincial nominations from Ontario.

Profiles with primary experience in one of the 5 healthcare occupations below were targeted in this OINP HCP draw:

  • NOC 31102 – General practitioners and family physicians
  • NOC 31300 – Nursing coordinators and supervisors
  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 32101 – Licensed practical nurses
  • NOC 33102 – Nurse aides, orderlies and patient service associates

It is important to note that these invited profiles have 45 days to accept the invitation and boost their CRS score, Provincial nomination increases the CRS score by 600 points bringing the total CRS score to 969-1038 making them stand a chance in the next IRCC Expess Entry draw.

There is no separate process to apply to receive a PNP invitation in the Human Capital Priorities (HCP) stream, but you need to meet the HCP eligibility criteria.

  • A valid Express Entry profile under Canadian Experience Class (CEC) or the Federal Skilled Worker Program (FSWP).
  • Education level equivalent to a Canadian Bachelor’s or higher (Candidates outside Canada must have equivalent Education Eredential Assessment (ECA).

  • Enough settlement funds to support yourself and your dependent family members. You can prove this with a bank statement, ongoing employment in Ontario, or a job offer in Ontario.
  • Intention to live in Ontario, which can be proved by one or more things listed below:

    • job offer or applying for or interviewing for jobs in Ontario
    • study enrollment in Ontario
    • leasing or owning property in Ontario
    • visiting Ontario
    • having professional networks and affiliations, family ties and personal relationships in Ontario

The latest Express Entry draw sent out 3,000 invitations to apply for permanent residency in a ‘no program specified’ rounds of invitations on Tuesday, September, 26, 2023.

IRCC announced the no-program specified Express Entry draws consecutively in two weeks, this draw had a Comprehensive Ranking System (CRS) cutoff score of 504, a little above 500. Fingers crossed for the cut-off score of the coming weeks as we hope it would be less than 500 considering the fact that the latest draw was 27 points lesser than the previous draw.

We hope that IRCC will continue the no program specified and targeted draws in the upcoming weeks. For the category-based draws, the CRS cutoff is expected to be low for Transport, Agriculture, Trades, and Francophile draws compared to STEM and healthcare occupations. We advise eligible candidates to create an Express Entry profile, even if their occupation is not on the list of targeted categories or also apply for Provincial Nominee Program.

On the 12th and 14th of September, 2023, Alberta sent out a total of 442 Notification of Interest (NOI) letters for provincial nomination in two new Express Entry  Draws.

142 Profiles with family connections and primary occupations with a CRS score of 301 or above were sent invitations in the AAIP draw on September 14 while 300 profiles in tourism and hospitality occupations with Alberta job offers and a CRS score of 383 or above were invited on the 12th of September.

The minimum wage of Ontario, Manitoba, Prince Edwards Island, Saskatchewan, Nova Scotia, Newfoundland and Labrador will change from October 1st, 2023. All employers of labour are expected to adhere to the minimum wage set for all employees as anything contrary will be considered illegal and attract penalties.

British Columbia continues to top the chart as the province with the current highest minimum wage at $16.75 per hour and would be increasing to aan estimated value of $17.75 per hour in June of 2024.
