Hello future neighbour,

Canada made multiple changes in the beginning of the year in a bid to improve the welfare of international students. Some of these changes included an increase in the cost of living which took effect from January 1, 2024, also the requirement of a Provincial Attestation Letter (PAL)  from the province where the student will reside. A cap was also placed on the number of international students received annually thereby reducing the number of temporary residents by limiting the eligibility for Post Graduate Work Permit (PGWP) and Spousal Open Work Permit (SOWP).

These changes have been contested by international students who have complained about the PGWP and SOWP.

Recently, the Immigration Minister, Marc Miller extended the full-time work policy for eligible international students to April, 30, 2024, this is to enable the students sustain their cost of living.

Not all students are eligible to work, only study permit applicants meeting the below criteria are eligible until April 30, 2024:

If study permit application (or extension) was received by IRCC by October 7, 2022

If any of the following apply to you, you may work off campus for more than 20 hours per week between November 15, 2022, and April 30, 2024:

  • You are a full-time student at a DLI with a study permit (or part-time if it’s your last semester of study).
  • Despite the expiration of your study permit, you have kept your status and are enrolled full-time (or part-time if it’s your last semester) in classes at a DLI.

If study permit application (or extension) was received by IRCC between October 8, 2022, and December 7, 2023

If any of the following apply to you, you may work off campus for more than 20 hours per week between January 1, 2024, and April 30, 2024:

  • You are a full-time student at a DLI with a study permit (or part-time if it’s your last semester of study).
  • Despite the expiration of your study permit, you have kept your status and are enrolled full-time (or part-time if it’s your last semester) in classes at a DLI.
  • Although your study permission has been granted, you have not yet entered Canada.

Any individual who has submitted a study permit application or extension to IRCC after December 7, 2023, is ineligible to work more than 20 hours.

IRCC is however considering increasing the off-campus working hours for students to 30 hours weekly while class is in session.

On Saturday February 10, 2024, two new changes were made to the Canada Agri-Food pilot for permanent residency.

Firstly, candidates who reside in Canada at the time of application can choose to meet either the job offer  or the educational requirement

Secondly, the IRCC now credits work experience obtained under an open work permit toward the work experience criteria for vulnerable workers

See below the eligibility requirements for applicants in Canada or outside Canada intending to apply for permanent residency under the Agri Food Pilot:

  • Applicants must have at least a cumulative of one year, non-seasonal, full-time experience in the following three years—that is, at least 1,560 hours over 52 weeks.
  • Applicant must be skilled in one or more of the Agri food jobs that qualify in one of the relevant industries.
    This expertise must have been obtained over the course of a minimum 12-month LMIA-based work visa.
  • Applicants must have received an offer for a full-time, permanent non-seasonal position in a qualifying occupation in one of the qualified Agri-food industries.
  • The applicant must have a standard education on same level with a high school diploma in Canada.
  • Applicants must have enough settlement money to support themselves and their families if they intend to move with them. However, applicants do not need to present a settlement money if they are currently employed in Canada under a work permit.
  • Applicants must have a valid temporary resident status if they already reside in Canada.
  • Applicants must reach the required minimum Agri-food pilot language score in the table below:

In the just concluded week, Canada sent out more than 5,000 invitations to candidates under the IEC Working Holiday Visa category, Young Professionals category and International Co-op (Internship) category.

Invitations have been sent to 4,643 candidates to apply for open work permit under the IEC Working Holiday category.

On Tuesday, January 9, 2024, the Minister of IRCC, Marc Miller, announced the opening of a new Canada temporary residency pathway for Palestinians that have been affected by the crisis in Gaza and have relations in Canada. These relations could either be a spouse, grandparent, child, parent but must be an eligible Canadian citizen or permanent resident holder.

Palestinians that are eligible for this would also have the opportunity to apply for a free study and work permit on their arrival into Canada in order to assist them with their daily source of livelihood whilst in Canada.

In addition to this, they will also have access to a three-month health coverage under the Interim Federal Health Program to assist with urgent medical needs on arrival into Canada. Also, they will be assisted with language training for easy interaction with the job market and local community within town.

IRCC intends to follow up on this update as the plan is to stay on track with the targeted population required for the year. The duration of validity for these temporary resident visas with multiple entries will be up to three years, or the length of time that the individual’s passport is valid.

As of now, people who are in possession of a temporary residence visa that was issued in accordance with public policy will no longer be eligible for exemptions at the port of entry after January 9, 2025.

In the latest rounds of invitation sent out by International Experience Canada (IEC), a total of 2,281 candidates from 33 eligible countries were invited to apply for open work permits under the working holiday visa draw in the past two weeks.

Young professionals from the 33 eligible countries still have a chance of getting into Canada under the working holiday visa open work permit as a total of 14,833 spots are still available for 2023 rounds.

In a report gathered by Statistics Canada on Wednesday, September 27, 2023, there has been an increase of almost 700,000 in the total number of  temporary residents already in Canada on study permits, work permits, and asylum claimants as at the second quarter of the year 2023 in comparison with the second quarter of 2022.

The probability of this Canadian Temporary Resident holders to get Canadian Permanent Residency is low as the ratio of Permanent Residency Spots to the number of Temporary Residents do not match.

This increase in number of temporary residents across Canada is based on the fact that there has been less conversion of  TRs to PRs which has led TR holders to either enrol for study permit or apply for LMIA work permits to prolong their stay. The introduction of PGWP extension by the Canadian government also help graduates extend their stay for 18months after graduation.

There has however been more emphasis on issuing PR to specific skilled workers, francophones and educated individuals with experience of 3 years and above.
