In a bid to put a stop to exploitative exercises, improve the welfare and regulate the affairs of International students in British Columbia, the province announced measures to be taken on Monday, January 29, 2024.

This action is coming days after the IRCC Minister announced a cap for the intake of International students allowed into Canada in 2024.

These new measures by British Columbia will ensure that international students are given proper attention and the right facilities are put in place during their stay in Canada.

See below measures taken by British Columbia:

1. Temporary ban on expansion of institutions offering foreign education: A two-year ban to last till February 2026 has been put in place for new education quality assurance certification.

2. Enhanced Compliance and Enforcement: More inspections will be carried out by the province to make sure that institutions are keeping up with the standards set and giving the students the necessary support required. The institution must also make sure that the students obtain quality education, all private degree programs must meet the approval requirements. Also as part of the standards, the quality of education must be what is required in the labour market so that the students are efficient after graduation.

3. Higher Standards for Private Degree Programs: changes have been made to the requirements for the institutions granting private- degree programs. The examinations have been made tougher and the general procedure complex.

4. New Language Requirements for Private Institutions: Language training for students to better equip them for their professional journey while in British Columbia.

5. Tuition Transparency: Public institutions will have to publicize their tuition fee so that students know what it is expected of them before commencement of the degree.

Ontario sets up new measures to better improve the quality and welfare of International Students in the province. All schools and institutions in the province are expected to make housing arrangements available for students.

This measure by the province is coming after the announcement by the IRCC Minister to set a cap on the intake of international students into Canada for each province.

For better monitoring and implementation of these measures, the following will be looked at:

1. For Universities and Colleges: The province would make sure that the programs offered to students are what employers are seeking for in the job market, this way the students have something to fall back on after graduation for sustainability.

There will be no more creation of new public-private partnerships with colleges as efforts are made to improve supervision procedures.

Also steps will be taken to ensure that the highest academic results are being attained by increasing the response rate to student outcome surveys.

It will be mandatory for all colleges and universities to provide assurances regarding the availability of accommodation choices for incoming overseas students.

2.  For Career Institutes:

To improve the oversight of vocational colleges and ensure quick responses to complaints and concerns. This includes improving data management, documentation procedures, and the effectiveness of compliance investigations. The Ontario government also intends to work alongside federal and sector partners to put an end to false recruiters that take advantage of international students and also false claims on employment and citizenship.

On Monday, January 22, 2024, the Minister of Immigration, Refugees and Citizenship of Canada announced a cap on the number of international students Canada will be welcoming in the year 2024 and 2025.

According to the announcement, Canada expects a total of 360,000 international students in the year 2024, that is a decrease by 35% in comparison to the intake of 2023. This total however does not affect those coming in for elementary, secondary, masters and doctorate studies.

IRCC intends to distribute a portion of the cap to each province and territory bearing in mind the population of the different provinces. The provinces will in turn divide the number to approved educational institutions within their jurisdiction.

From Monday, January 22, 2024, each study permit application filed with the IRCC will need to include an attestation letter from a province in order to impose the cap. Provinces and territories have up until March 31, 2024 to set up a procedure for providing attestation letters to students.

By the end of the year, 2024, there will be a reevaluation of the two-year temporary measure by IRCC that will determine the number of study permits that will be issued in 2025.

The Canadian government intends to keep working with educational institutions, stakeholders, all provinces and territories in order to create a sustainable and effective system for international students.
