Starting October 2023, the IRCC will be accepting up to 15,000 complete applications for the Parents and Grandparents Sponsorship 2023.
Applicants who submitted an interest to sponsor form in 2020 are advised to check the email account provided in that year as these invitations will be sent randomly to selected sponsors from the remaining 2020 pool of submissions over the period of two weeks starting on October 10, 2023. IRCC will start sending invitations to apply to 24,200 prospective sponsors, with the goal of receiving up to 15,000 complete applications.
Those invited to apply for the 2023 intake will have to submit their applications electronically via the Permanent Residence Portal or the Representative Permanent Residence Portal.
General Eligibility for Canada Parents and Grandparents Sponsorship
Applicants must meet the following criteria to be eligible to sponsor their parents and grandparents for Canadian permanent residency (PR):
at least 18 years old and a Canadian citizen, a permanent resident of Canada, or a person registered in Canada as an Indian under the Canadian Indian Act
having enough money to support the family you want to sponsor with valid proof of income for last 3 years meeting the IRCC financial requirements.

On Thursday September 7, 2023, the latest MPNP draw (Manitoba Provincial Nominee Program) of 2023 invited 558 candidates for permanent residency (PR) in all program draw.
A total of 158 invited candidates in this MPNP draw had a valid Express Entry profile as well as a job seeker validation code.
For these targeted occupations, MPNP draw came out to be the lowest ever at 595 but the cutoff score hovers around the same number for rest of the categories.

On Friday September 8, 2023, the Minister of Immigration, Francization, and Integration (MIFI) published the details of Quebec Arrima draw which was sent out on August 24, 2023. Invitations were sent out to 1000 applicants to apply for permanent residency under the Regular Skilled Worker Program (RSWP).
Only valid profiles found in the Quebec Arrima bank as of August 21, 2023 at 10:41 a.m. were considered for this round of invitations.
Arrima profiles having experience in 26 occupations with level 7 oral proficiency (or higher) in French and a score of 584 or above as per the Quebec score calculator were targeted in this round.
This cutoff score dropped by only 7 points as compared to the last Quebec Arrima draw on August 10, 2023.
Profiles with a valid job offer outside the territory of the Metropolitan Community of Montreal (Communauté métropolitaine de Montréal) were also considered for this draw.

Ontario issued 300 Notifications of Interest (NOIs) for provincial nomination in the new Ontario Immigrant Nominee Program (OINP) Express Entry draw.
Express Entry profiles created between September 7, 2022, and September 7, 2023, with a Comprehensive Ranking System (CRS) score ranging from 308 to 434 were targeted in this draw.
Being able to speak French helps you get a quick Canadian Permanent Residency as only those profiles meeting the eligibility requirements for Ontario’s French-Speaking Skilled Worker stream were invited to apply.
French speaking candidates have a high chance of being selected in new Express Entry targeted rounds of invitations being announced by IRCC.
OINP French Speaking Skilled Worker stream eligibility
You must have valid Express Entry profile under Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC) to be eligible for consideration in OINP French Speaking Skilled Worker draws.
Also, you must have an education level equivalent to Canadian bachelor’s degree or above.
Additionally, you must have Canadian Language Benchmark (CLB) level 7 or higher in French language proficiency test (TCF/TEF Canada) PLUS Canadian Language Benchmark (CLB) level of 6 in English language proficiency test (IELTS/CELPIP).
Moreover, you must demonstrate enough settlement funds with one or combination of the following:
funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc.
annual earnings from ongoing employment in Ontario
a job offer in Ontario

According to Statistics Canada data updated on Thursday August 31, 2023, the average weekly earnings in Canada of employed residents rose by 3.6% year-on-year in June 2023.
Although, these average weekly earnings increased by just $4 from $1,200 in May to $1,204 in June.
The number of employees receiving pay and benefits from their employer increased by 47,700 (+0.3%), but job vacancies continued their downward trend, falling by 8,900 (-1.2%) to 753,400.

Reduction in Job Vacancies
The number of job openings continued to decline in June, falling by 1.2% to 753,400 from 762,300 in May.
This increases the net decrease in vacancies since January to 108,500 (-12.6%) and to 249,900 (-24.9%) since the record high of 1,003,200 vacancies in May 2022.
Job vacancies in June 2023 were at their lowest level since May 2021 (673,400).
Province-Wise Job Vacancies
Job openings in Quebec fell by 14,700 (-7.6%) to 178,500, the lowest level since March 2021 (176,400). This increased the rate of unemployment in the province by 19,700 (+10.6%) to 205,900.
There were increases in job openings in Saskatchewan (+4,900 to 26,300), New Brunswick (+1,800 to 14,000), and Prince Edward Island (+1,000 to 3,500), while the six remaining provinces saw little change.

However, healthcare and social assistance recorded the highest monthly increase in payroll employment (+25,100; +9.2%) following a fall in May.
The number of job vacancies in retail trade edged up by 5,700 (+7.2%) to 84,800 in June, marginally offsetting decreases of 5,800 (-6.3%) in April and of 6,800 (-7.8%) in May.
The number of job openings in mining, quarrying, and oil and gas extraction increased by 2,100 to 10,400 in June.

A large total of 4,039 open work permit invitations in new Working Holiday Visa rounds was sent out by International Experience Canada (IEC) last week.
As of September 1, 2023, a total of 18,238 spots are still available for open work permits under the Working Holiday Visa category of 2023 season.
Country-specific quotas are being redistributed with France getting 700 more spots for Working Holiday Visa and 750 additional spots for Young Professionals category this week.
In the last round, we saw addition of new spots for Belgium (200), Chile (2,500), and Taiwan (1,000) in the Working Holiday Visa category which resulted in increased number of invitations for these countries in this round.
Furthermore, 251 closed work permit invitations have been sent under the Young Professionals category and only 53 under International Co-op category.
According to the most recent IRCC processing time update, the IEC 2023 season processing time has improved by 2 weeks to 9 weeks.

The IRCC (Immigration, Refugees, and Citizenship Canada) extended its temporary public policy allowing distance learning to be eligible for PGWP (Post Graduation Work Permit) on Friday September 1, 2023.
International students who have completed less than fifty percent of their PGWP-eligible studies outside of Canada will continue to be eligible for a Post-Graduation Work Permit (PGWP) until December 31, 2023.
Before the pandemic, all international students were required to complete more than fifty percent of their coursework in Canada, and time spent more than 50% studying online outside of Canada did not contribute toward PGWP eligibility. However, due to the inability to travel during the pandemic, IRCC took out the restriction on online study for students who were already enrolled in PGWP-eligible programs as of March 2020, and students who started PGWP- eligible programs between March 2020 and August 31, 2022.
What this means is that anyone who began their studies abroad prior to August 31, 2022, is eligible to apply the entirety of that time towards eligibility of post-graduation work permit.
However, if a student began their studies between September 1, 2022 and December 31, 2023, only fifty percent of the time can be counted.
Eligible international students who submit an application for the PGWP (Post-Graduation Work Permit) before the expiration of their study permit are eligible to work full-time without a work permit while they await a decision on their application after meeting the conditions listed below:
1. Their study permit was valid at the time of applying for PGWP.
2. They have completed a study program eligible for the PGWP.
3. They meet the requirements for off-campus employment without a work permit on their study permit.
4. They did not exceed the maximum number of hours allowed by study permit.
International students whose study program was more than 8 months but less than two years are eligible for PGWP for a duration of 9 months. Students whose study program was 2 years or more are eligible for 3 years PGWP. Also, international students that complete two study programs are eligible for work permit amounting to the length of each program.

In the month of August 2023, Canada sent out 24,720 invitations to apply (ITAs) for permanent residency (PR) in 36 new rounds of invitations under various Canadian immigration programs.
Comparing the total invitations to July of 2023, there was an over 50% increase in the total number of invitation issued in August 2023.
During the month of August 2023, Ontario issued the most PR invitations, followed by the Express Entry draws and provincial nominee programs of Manitoba, Saskatchewan, Quebec, British Columbia, Alberta, and Prince Edward Island.

Ontario PNP Draws Summary
A massive 9,906 invitations was sent out in August 2023 by the Ontario Provincial Nominee Program or Ontario Immigrant Nominee Program (OINP) in three Express Entry draws and nine Expression of Interest draws.
It is important to note that interested candidates need to create a profile with OINP to be considered for Expression of Interest draws.
Nevertheless, OINP Express Entry draws directly invites profiles from the Express Entry pool based on Ontario’s labour market needs.
5,679 out of 9,906 OINP invitations this month went out to Express Entry profiles, offering them provincial nominations that will confer 600 additional points.

OINP Draws August 2023
Express Entry Draw Summary
Express Entry only announced four new rounds of invitations, sending out 8,600 PR invitations as compared to 9,600 in the month of July 2023.
This month was better for profiles created in all the different programs of the Express Entry system, with the no program specified draw sending the most, with 6,300 invitations to apply and the CRS cutoff ranging from 496 to 517.
Also the first targeted Express Entry draw for 10 Trade occupations announcing the lowest CRS cutoff score of 388 was in August. There was a small Francophile draw, inviting 800 profiles with a CRS cutoff score of 435.
Manitoba PNP Draws Summary
After OINP and Express Entry, Manitoba continues to issue the third-highest number of invitations for permanent residency in the month of August 2023.
On August 31, Manitoba PNP announced the first of its kind region-specific draw for Skilled Workers in Manitoba intending to reside outside the Winnipeg Area.
The cutoff score was the lowest at 600 in this August 31st MPNP draw.

British Columbia PNP Draws Summary
The British Columbia Provincial Nominee Program (BC PNP) issued 861 new invitations for permanent residency as compared to 731 in July 2023 under various categories.
The province of British Columbia continued to alternate between general and targeted PNP rounds of invitations weekly. Early Childhood Educators or individuals having experience in Healthcare occupations continue to receive invitations at the lowest cutoff scores.

Alberta Express Entry Draws Summary
In August 2023, the Alberta Advantage Immigration Program (AAIP) held seven Express Entry draws , compared to only three in July 2023.
A total of 815 Express Entry profiles have been invited to claim provincial nominations and grab the opportunity to boost their CRS score by 600 points.
Alberta had already issued 7,121 nomination certificates across all categories as of August 29, 2023.

AAIP Express Entry draws August 2023
Saskatchewan PNP Summary
The Saskatchewan Provincial Nominee Program or Saskatchewan Immigrant Nominee Program (SINP) also introduced a first of its kind, never done before in the history of Canadian immigration, that is, country-targeted PNP draws.
SINP sent out 1,384 invitations to apply for permanent residency under the Occupation In-Demand and Express Entry streams, targeting applicants from eight countries with the lowest cutoff score ever of 60.
60 is the minimum Expression of Interest (EOI) score required to even qualify to create a profile with SINP.
These countries are India, Ireland, Poland, Slovakia, the Czech Republic, Germany, Lithuania, and Ukraine.

SINP draws August 2023
Quebec Arrima Draws Summary
Quebec held only one Arrima draw on August 10th, 2023, inviting 1,384 profiles for permanent residency.
The invitations targeted Arrima profiles with oral French proficiency of level 7 or higher and a score of 591 or higher according to the Quebec score calculator. Compared to the previous Quebec Arrima draw on July 20, 2023, this threshold score decreased by only 5 points.
Quebec has issued 8,489 invitations to apply in nine rounds of the Arrima draws this year.
