On Monday September 18, 2023, Canada’s Minister of Immigration, Refugees and Citizenship, Honourable Marc Miller, announced the first targeted Express Entry draw for transportation occupations this week.

Canada’s express entry system has been made simple in order to provide a quicker pathway for specific expertise.

Profiles with at least six months of experience in one of the 10 occupations listed below will be the focus in this targeted Express Entry draw.

In a recent interview by CTV, the New Housing Minister and former Immigration Minister Sean Fraser said placing a cap on international students was not a decision to be made by him but by different levels of government and partners as well as Canadian institutions.

He went further to buttress the point that his words in the previous announcement made might have been taken out of context as he is fond of responding to questions realistically.

In his words;

“Sometimes I have a bad habit of answering questions directly. Realistically, if you go back and watch the tape of my original answer, you’ll see that I indicated that it may be premature to do something like that because we need to have conversation with our partners first.”

It is not news that there is an ongoing housing crisis in Canada, however decisions have been taken on how to progressively handle the issue and these decisions do not include cutting down on the number of international students allowed into the country as it is the duty of the institutions and province these students are being admitted into to make accommodation and the necessary support available for their new intakes.

Nevertheless, it is no doubt that immigration remains one of the biggest factors of Canada’s global economy and according to the housing minister and former immigration minister, the immigration targets still stand. Update on the 2024-2026 immigration levels will be announced in November.

A total of 4,955 invitations has been sent out by International Experience Canada (IEC) to apply for open work permits in the new Working Holiday Visa rounds of invitations in the last 2 weeks. Over 15,000 spots are still open for candidates applying for a working holiday visa from 33 eligible countries.

Apart from the Working Holiday Visa category, 316 new closed work permit invitations was sent in the Young Professional category, 1,527 spots are still available for candidates from eligible countries.

In a bid to tackle the ongoing housing crisis in Canada, the prime minister, Justin Trudeau on Thursday, September 14, 2023 announced a means of containing the issue and also controlling the current rise in the price of groceries.

The Minister stated the need to reduce housing cost by increasing the supply of rental accommodation and supporting small business owners, the federal government will encourage the construction of rental dwellings by presenting legislation to repeal the Goods and Services Tax (GST) on new apartment buildings for renters.

The rise in cost of groceries is alarming, the Prime Minister intends to have a meeting with the heads of Canada’s top grocery chains to work out strategies with the aim of restoring the grocery price and stabilising the prices of food items. All measures are being considered including tax measures.

In supporting small business owners, the federal government intends to make adjustments to the Canada Emergency Business Account (CEBA) program by giving a 1-year extension for the term loan repayment, which was initially introduced during the pandemic to help small businesses stay in business.

Also provinces are encouraged to impose the provincial share of the Harmonized Sales Tax (HST) to match the federal government’s refund for new rental homes.

The Prime Minister reemphasized that this is a team effort, all measures have been brought to the table and will be acted on immediately and revisited if no visible development is made.

Starting October 2023, the IRCC will be accepting up to 15,000 complete applications for the Parents and Grandparents Sponsorship 2023.

Applicants who submitted an interest to sponsor form in 2020 are advised to check the email account provided in that year as these invitations will be sent randomly to selected sponsors from the remaining 2020 pool of submissions over the period of two weeks starting on October 10, 2023. IRCC will start sending invitations to apply to 24,200 prospective sponsors, with the goal of receiving up to 15,000 complete applications.

Those invited to apply for the 2023 intake will have to submit their applications electronically via the Permanent Residence Portal or the Representative Permanent Residence Portal.

General Eligibility for Canada Parents and Grandparents Sponsorship

Applicants must meet the following criteria to be eligible to sponsor their parents and grandparents for Canadian permanent residency (PR):

  • at least 18 years old and a Canadian citizen, a permanent resident of Canada, or a person registered in Canada as an Indian under the Canadian Indian Act
  • having enough money to support the family you want to sponsor with valid proof of income for last 3 years meeting the IRCC financial requirements.

On Thursday September 7, 2023, the latest MPNP draw (Manitoba Provincial Nominee Program) of 2023 invited 558 candidates for permanent residency (PR) in all program draw.

A total of 158 invited candidates in this MPNP draw had a valid Express Entry profile as well as a job seeker validation code.

For these targeted occupations, MPNP draw came out to be the lowest ever at 595 but the cutoff score hovers around the same number for rest of the categories.

On Friday September 8, 2023, the Minister of Immigration, Francization, and Integration (MIFI) published the details of Quebec Arrima draw which was sent out on August 24, 2023. Invitations were sent out to 1000 applicants to apply for permanent residency under the Regular Skilled Worker Program (RSWP).

Only valid profiles found in the Quebec Arrima bank as of August 21, 2023 at 10:41 a.m. were considered for this round of invitations.

Arrima profiles having experience in 26 occupations with level 7 oral proficiency (or higher) in French and a score of 584 or above as per the Quebec score calculator were targeted in this round.

This cutoff score dropped by only 7 points as compared to the last Quebec Arrima draw on August 10, 2023.

Profiles with a valid job offer outside the territory of the Metropolitan Community of Montreal (Communauté métropolitaine de Montréal) were also considered for this draw.
