On Tuesday, July 16, 2024, Ontario sent out 1,533 invitations for permanent residency in 4 Ontario Immigrant Nominee program (OINP) draws under the Foreign Worker, International Student and In-Demand Skills streams.

Invitations were sent to all eligible profiles created under these streams between July 16, 2023, and July 16, 2024. The In-Demand Skills stream considered all eligible occupations, while the International Student stream focused on 41 healthcare and 104 priority occupations.

Today, July 9, 2024, the Ontario Immigrant Nominee Program (OINP) issued 1,666 invitations for permanent residency.

In a general draw, 1,556 invitations were sent out under the Masters Graduate Stream to applicants with an Expression of Interest (EOI) score of 54 or above. This score is two points higher than the cutoff in the previous draw on March 19.

Additionally, 110 invitations were issued for the PhD Graduate Stream. These were sent to applicants with an EOI score of 50 or higher.

The OINP EOI profiles created between July 9, 2023, and July 9, 2024, for both streams were eligible for this draw.

Ontario Immigrant Nominee Program (OINP) has expanded its list of eligible occupations for the in-demand skills stream by adding 35 new occupations for permanent residency.

The in-demand skills stream in Ontario’s PNP now includes 56 eligible occupations, up from 22, making it a top choice for TEER 4 or 5 workers ineligible for federal Express Entry.

Effective July 1, these are the new list of occupations eligible for Ontario-OINP In-Demand Skills Stream.

Below occupations are eligible if the position offered is in any location in Ontario:

New OINP Update on Education Requirements for Nurses

Starting July 1, 2024, Ontario has simplified the process for nursing professionals applying through the Express Entry Human Capital Priorities and French-Speaking Skilled Worker streams. Nurses who are registered with the College of Nurses of Ontario (CNO) in the General, Extended, or Temporary class and have a primary NOC in the specified occupations below no longer need to meet the education requirement.

  • NOC 31300: Nursing coordinators and supervisors
  • NOC 31301: Registered nurses and registered psychiatric nurses
  • NOC 31302: Nurse practitioners
  • NOC 32101: Licensed practical nurses

To qualify for the OINP In-Demand Skills Stream, you need a full-time (1,560 hours per year), permanent job offer in an eligible occupation with a pay rate at or above the median wage listed on the Job Bank for the region. Additionally, you must have at least 9 months of work experience in Ontario in the same occupation (NOC code) as the job offer within the last 3 years.

On June 20, Ontario held an Ontario Immigrant Nominee Program (OINP) Express Entry draw. They issued 212 Notifications of Interest (NOIs) for the French-Speaking Skilled Worker stream.

Express Entry profiles created between June 20, 2023 and June 20, 2024 with a Comprehensive Ranking System (CRS) score between 305 and 409 were targeted in this draw. The candidates will receive 600 extra CRS points if they meet the OINP Express Entry French stream requirements.

To qualify for the OINP French-Speaking Skilled Worker stream, you need a valid Express Entry profile under the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class.

You need a degree equal to or higher than a Canadian bachelor’s. You must have at least CLB 7 in French (TCF/TEF Canada) and at least CLB 6 in English (IELTS/CELPIP).

You must show sufficient settlement funds using:

– Bank statements or investment account balances.
– Annual earnings from a job in Ontario.
– A job offer from an Ontario employer.

Also, eligible profiles must prove their intention to live in Ontario by showing:

  • present or previous employment in the province
  • job interviews or job proposals
  • pursuing an education
  • volunteer work
  • leasing or possessing property
  • personal relationships, familial connections, and professional networks.

Recent OINP Update:

OINP has changed its Employer Guide and Employer Job Offer stream pages to clearly state the minimum number of employees an employer needs.

The new OINP guidance clarifies that for a company with a mobile workforce, the minimum number of workers required at the location where the applicant will work or report can include both:

-workers who work at that location
-workers who report to work at that location

The “report to work” location could be:

– The place where the applicant’s direct boss or supervisor is.
– The administrative office where they get their work tasks and assignments.

The “report to work” location must have at least 5 workers in the Greater Toronto Area and 3 workers outside the GTA.

On Tuesday, June 11, 2024, Ontario held two new draws through the OINP program issuing 244 invitations to apply for permanent residency. These invitations were for the Foreign Worker stream and the International Student stream.

The OINP considered profiles for these invitation rounds that were created between June 11, 2023, and June 11, 2024. Both draws specifically targeted candidates who had job offers as early childhood educators and assistants in Ontario.

The Immigration Minister, Marc Miller announced the allocation of study permit for all provinces. IRCC made an announcement on the 22nd of January, 2024 that there will be a cap on the the number of international students that will be let into Canada in the year, 2024. To achieve this, all provinces will be given an allocation on the total number of study permits that will be approved, this allocation will be based on the population of the province.

IRCC adjusted allocations for provinces that would receive a lower allocation of study permits to lessen any negative impact.

Provinces that were poised to receive more international students in 2024 than in 2023 had their allocations capped at 10% of their population.

IRCC also topped up the allocations for provinces with an approval rate lower than 60% believing that it will help these provinces reach their expected number of approved study permits.

IRCC does not have the authority to cap the number of approved study permits but the department can cap the number of study permit applications that are processed.

However, basing the cap for study permits on a national approval rate of 60%, IRCC says that the estimated cap of study permits issued is derived from the number of study permit applications it will process. In this situation, the department hopes to process 606,000 applications.

The 2024 quota for the Ontario Immigration Nominee Program increases to 21,500. This increment is a step in the right direction as OINP has asked the federal government for an increase in the PNP quota since 2021.

In 2023, the first major increase in OINP allotment was effected from a total of 9,750 to 16,500. Now in 2024, an additional 5,000 has been added to the number in 2023 bringing it to a total of 21,500.

The new OINP allocation in 2024 is nearly 20% of the immigration levels plan for provincial nomination this year.
