On August 29, 2025, Newfoundland and Labrador conducted its most recent round of invitations under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). A total of 202 Invitations to Apply (ITAs) were issued, with 125 allocated through the NLPNP and 77 through the AIP.

This draw followed a trend of regular selection rounds held roughly twice a month, though the number of invitations in August marked a slight decrease compared to earlier in the summer. For example, the August 13 draw saw 231 invitations, while the May 29 round peaked at 405.

In February 2025, Newfoundland and Labrador introduced a new Expression of Interest (EOI) system for immigration. With this system, candidates create an online profile that highlights their education, work experience, language skills, and willingness to live in the province. The government then selects candidates who match local job needs and invites them to apply through the Immigration Accelerator portal. This change makes the process faster and more focused on filling urgent labor shortages, especially in areas like healthcare and technology.

Earlier in 2025, the federal government reduced Newfoundland and Labrador’s nomination quota to just 1,050, raising concerns about the province’s ability to attract enough skilled workers. Following negotiations, however, the province secured an extra 1,000 spaces, increasing its total to 2,050 nominations through the NLPNP, plus 475 spots through the AIP. This brought the overall allocation for 2025 to 2,525, allowing the province to maintain a steady pace of invitations despite the initial cut.

So far this year, Newfoundland and Labrador has conducted multiple draws, including 256 ITAs in April, 328 in May, 320 in June, and 359 in July. The most recent August 29 draw demonstrates the province’s commitment to welcoming newcomers and addressing persistent labour market shortages. For candidates, this means the EOI system remains the key entry point, with regular opportunities to be invited throughout the year.

On July 10, 2025, the Office of Immigration and Multiculturalism (OIM) in Newfoundland and Labrador extended over 300 Invitations to Apply (ITAs) to foreign workers, opening the door for them to pursue permanent residency through provincial immigration pathways.

See below details of July 10 draw:

These invitations were distributed under two key streams: the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP). To be eligible for selection in this round, applicants were required to meet specific criteria:

  • Hold current employment or have a valid job offer in Newfoundland and Labrador; and

  • Possess an employer-issued invitation code, if applicable.

Note: Individuals currently authorized to work in Canada are not obligated to provide an employer invitation code when applying through the NLPNP. However, this code remains mandatory for:

  • Applicants needing a job vacancy assessment;

  • All individuals applying under the AIP.

Expressions of Interest (EOIs) that fail to mention current employment, a job offer, or omit the required employer code (where applicable) were excluded from receiving invitations in this draw.

Focus Areas for Immigration

The OIM makes it clear that only candidates whose profiles match the province’s labour market priorities and long-term goals will be considered for invitation.

As outlined on the OIM website, several high-demand occupations have been identified. These roles are not subject to the usual provincial labour market testing and are given preference when processing applications under both the NLPNP and AIP.

Newfoundland and Labrador invited more people to apply for immigration, June 24, 2025 through two programs: the Provincial Nominee Program (PNP) and the Atlantic Immigration Program (AIP).

This was the fourth time the province selected candidates using its new Expression of Interest (EOI) system. In this round, 320 invitations were sent out, one of the smallest rounds since April.

Here’s how many people were invited in earlier rounds:

  • 405 on May 29

  • 328 on May 8

  • 256 on April 3

So far in 2025, Newfoundland and Labrador has invited 1,309 people in total—1,095 through the PNP and 214 through the AIP.

Although the federal government reduced the province’s immigration spaces for 2025, Newfoundland and Labrador successfully asked for more. They now have 2,050 spaces for the PNP (up from 1,050 originally) and 475 for the AIP. Right now, 1,216 PNP and 261 AIP spots are still open.

How to Apply

To be considered, candidates must fill out an Expression of Interest (EOI) on the province’s Immigration Accelerator website. Most people also need a special code from their employer to prove they have a valid job offer. This code is not needed for PNP candidates already living in Canada.

EOIs stay active for 12 months. If any personal or job details change, the candidate must update their profile.

If selected, candidates will get an Invitation to Apply (ITA) by email. After receiving an ITA, they (or their employer for AIP) must submit a full application within 60 days.

Getting an ITA doesn’t mean automatic approval. Applicants still need to meet all program rules, be allowed to come to Canada, and follow all provincial requirements.
