May 12, 2025

Dear future neighbour,

On May 8, 2025, the British Columbia Provincial Nominee Program (BC PNP) held its first Skills Immigration draw of the year, issuing a total of 94 invitations to candidates expected to bring high economic impact to the province.

The invitations were equally divided between two groups:

  • 47 candidates who are currently employed full-time in British Columbia, earning a minimum of $105 per hour, and who hold a job offer classified under NOC TEER 0 or 1.
  • 47 candidates who achieved a minimum score of 150 points according to the BC PNP’s points-based assessment system.

To be considered, candidates needed to have submitted a registration before the draw date.

See below details of BC PNP latest draw

Total Number of invitations issued Selection Criteria
94 Minimum wage of $105/hr, currently working full-time in BC for the supporting employer, and the job offer is NOC TEER 0 or 1 (47 candidates), or
A minimum score of 150 points (47 candidates)

This draw marks the BC PNP’s first under the Skills Immigration stream in 2025, following earlier draws this year that focused solely on the entrepreneur categories. The province has stated that, due to significantly reduced nomination allocations from the federal government, only around 100 candidates will be nominated through the high-economic impact pathway this year.

BC PNP notes that future draws under this stream may evaluate candidates based on a broader range of criteria, including:

  • Level, field, and location of completed education;
  • Professional designations earned in British Columbia;
  • Language proficiency;
  • Relevant occupation and work experience;
  • Wage and skill level associated with the job offer;
  • Candidate’s intent to live and work in a specific B.C. region;
  • Alignment with strategic priorities addressing labor market needs or supporting pilot programs.

Dear future neighbour,

In a strategic move to manage a reduced immigration quota, the province of British Columbia (B.C.) has prioritized healthcare professionals for the majority of its 2025 immigration nominations under the Provincial Nominee Program (PNP).

Announced on April 14, the BC PNP introduced sweeping updates, including a significant cut in the number of new applications it will accept — just 1,100 for the entire year. While a limited portion of these will go to entrepreneurs and individuals contributing substantially to the province’s economy, most nominations are being directed towards healthcare-related roles.

Key Requirements for Healthcare Applicants

To be eligible through the updated Health Authority stream, applicants must hold a permanent, full-time job offer from one of the province’s recognized public health authorities. Additionally, the eligibility standards for this pathway have been revised to focus strictly on roles that directly support healthcare delivery.

Eligible health employers now include:

  • Provincial Health Services Authority

  • First Nations Health Authority

  • Fraser Health

  • Interior Health

  • Island Health

  • Northern Health

  • Vancouver Coastal Health

  • Providence Health Care

Each of these organizations follows its own internal procedure to approve and support BC PNP applications.

Can Independent Healthcare Providers Qualify?

Yes — healthcare practitioners such as doctors, nurse practitioners, and midwives who operate independently may still be eligible. To qualify, they must receive formal support from either a B.C. public health authority or a licensed midwifery practice and demonstrate intent to practice in the province.

These applicants are expected to submit:

  • A recommendation letter

  • Proof of their credentials

  • Confirmation of current or future employment

  • A statement of support from the associated health authority or midwifery practice

Foreign healthcare professionals who meet all criteria can apply directly to the BC PNP under this stream.

Who Else Is Being Considered in 2025?

Beyond healthcare workers, B.C. plans to allocate a portion of its limited nominations to entrepreneurs and other applicants deemed to have a high economic impact. While specific criteria for this group have not been fully defined, it is expected to include individuals with high-demand skills, competitive salaries, and significant contributions to the provincial economy. Around 100 spots have been set aside for this category.

Since April 14, only those actively involved in healthcare provision — not administrative or support staff — are eligible under the Health Authority stream. This marks a clear shift from previous criteria, which were more inclusive of a broader range of roles within public health institutions.

Entrepreneurial candidates will continue to receive Invitations to Apply (ITAs) throughout the year, although the province has not disclosed the number of ITAs designated for this group.

Why the Change?

The B.C. government’s decision to narrow its focus comes in response to a sharp reduction in federal nomination allocations. The province received only 4,000 spots for 2025 — a dramatic 50% decrease from the prior year — while facing a backlog of over 5,000 applications at the start of the year.

To navigate these constraints, the province has paused intake for certain streams and is now concentrating on processing existing applications while limiting new ones to 1,100 in 2025.

April 22, 2025

Dear future neighbour,

The British Columbia Provincial Nominee Program (BC PNP) conducted its most recent draw on April 15, 2025, issuing invitations to 5 entrepreneurs under the Entrepreneur Immigration Base stream. Applicants required a minimum Comprehensive Ranking System (CRS) score of 115 to be considered.

See below details of latest BC PNP draw:

  • Draw Date: April 15, 2025

  • Category: Entrepreneur Immigration – Base

  • Number of Invitations: 5

  • Minimum CRS Score: 115

This draw is part of BC’s strategic focus on attracting skilled individuals who can deliver both immediate value and long-term economic impact to the province. The province is managing over 5,200 pending applications and more than 10,000 individuals registered in the system, making each nomination highly competitive.

Changes in BC PNP for 2025:

  • Reduced Nomination Quota: The federal nomination cap has been reduced to 4,000 spots, down from 8,000 in 2024. This means only top-tier candidates aligned with provincial needs will receive an Invitation to Apply (ITA).

  • Temporary Closure of International Post-Graduate (IPG) Stream: Applications submitted before September 1, 2024, will be processed in 2025. Applications between September 1, 2024, and January 7, 2025, are waitlisted. New IPG applications are currently paused due to overwhelming demand.

Priority Immigration Streams for 2025:

  • Healthcare Immigration Stream: Focused on attracting doctors, nurses, and allied health professionals to address critical labor shortages in the healthcare sector.

  • Entrepreneur Stream: Encourages entrepreneurs who can launch or scale businesses, create jobs, and promote regional innovation.

  • Selective High-Impact Draws for Skilled Workers: Targeted draws for skilled workers in critical sectors to meet labor market demands

April 15, 2025

Dear future neighbour,

On April 14, 2025, British Columbia announced substantial changes to its Provincial Nominee Program (BC PNP) that will significantly restrict new immigration opportunities in 2025. The province is narrowing its focus to target only high-impact individuals and critical labor needs, citing a reduced federal nomination allocation and a large backlog of applications.

Drastic Reduction in New Applications

For 2025, British Columbia will accept just 1,100 new BC PNP applications, a dramatic cut compared to previous years. The limited number of new applications will be reserved for front-line healthcare workers, entrepreneurs, and skilled workers who can demonstrate a high economic impact. This move reflects the province’s shift toward prioritizing quality over quantity in its selection process.

Suspension on Most Draws

The province has also placed a halt on general and priority occupation draws for the entirety of 2025. Instead, BC will select only around 100 high-impact candidates from its registration pool, which currently contains more than 10,000 individuals. This means most candidates in the pool will not receive an invitation to apply this year.

Changes to Student and Graduate Pathways

B.C. is delaying the launch of its three newly designed student immigration streams, stating that these programs will remain on hold until nomination allocation levels return to previous levels.

In the interim, the International Post-Graduate (IPG) stream will also be partially paused. Applications submitted between September 1, 2024, and January 7, 2025, will not be processed immediately but instead placed on a waitlist. Applications submitted before or after this window will still be reviewed and processed in 2025.

Targeted Stream Adjustments

The province is tightening eligibility under several existing streams:

  • The Health Authority stream will now be limited exclusively to front-line healthcare workers, whereas previously it was open to a wider range of health-related occupations.

  • Early Childhood Educator Assistants will no longer qualify under targeted education draws. Future draws in this category will now be focused solely on Early Childhood Educators.

Entrepreneur Stream Remains Active

Despite the restrictive changes across most streams, BC will continue issuing invitations under its Entrepreneur Immigration stream. This is in line with the province’s goal to attract individuals who can make a substantial economic contribution.

Inventory vs. Allocation Pressure

The decision to scale back is partially driven by operational pressure. The province began 2025 with an inventory of 5,200 applications—already exceeding the total federal nomination allocation of 4,000 for the year. Of those 4,000 nominations, BC plans to allocate 2,900 to applicants already in the system, leaving only a small number of spots available for new candidates.

March 24, 2025

Dear future neighbour,

On March 18, 2025, the British Columbia Provincial Nominee Program (BC PNP) conducted a draw under its Entrepreneur Immigration category, issuing a total of 8 Invitations to Apply (ITAs).

The draw targeted foreign entrepreneurs under two streams:

  • Base Stream: 8 ITAs were issued to candidates with a minimum score of 115.
  • Regional Stream: Fewer than 5 ITAs were issued to candidates with a minimum score of 123.

Draw Category Number of invitations issued Cut-off score
Base stream 8 115
Regional stream <5 123

The Regional Stream specifically focuses on entrepreneurs referred by participating communities in British Columbia, aiming to promote economic development in various regions of the province.

It’s important to note that for 2025, the BC PNP has significantly reduced its provincial nomination quota by 50% compared to the previous year. In total, there are now only 4,000 nominations available, which may lead to fewer and smaller draws in the future.
