Canada introduces temporary policy for FIFA-Invited workers ahead of 2026 World Cup

Canada is getting ready for a historic event. In 2026, the country will host the men’s FIFA World Cup for the first time, with Toronto, Ontario, British Columbia and Vancouver as the key host cities. To help make the event a success, Canada has introduced a temporary policy to make it easier for certain FIFA-invited foreign nationals to work in the country. These workers will have important roles in organizing and supporting the World Cup and FIFA Congress.

Who can benefit?

Foreign nationals may qualify if they:

  • Plan to enter and leave Canada between December 1, 2025, and July 31, 2026

  • Hold an official FIFA invitation letter confirming they are:

    • An employee of FIFA or its affiliates, or

    • Working under a contract or subcontract related to FIFA

    • Performing work that directly supports an official FIFA event during this period

  • Are listed on the FIFA microsite as an invited worker

If all conditions are met, these workers can be exempted from the usual work permit requirements, making their entry to Canada faster and simpler.

What does the exemption do?

Normally, visitors must have a work permit to work in Canada. This policy allows eligible FIFA-invited workers to perform their duties without one.

While it removes the work-authorization requirement, all other immigration rules still apply.

How long will it last?

  • The policy starts immediately upon being signed

  • It applies to applications submitted from that date

  • It expires on July 31, 2026, or sooner if revoked

This policy also replaces the earlier version signed in October 2025. Any exemptions already granted will remain valid until the new expiry date.
