Effective from January 1, 2024, foreign students who have a one-year college graduate certificate are now eligible to apply for the Ontario Immigrant Nominee Program (OINP).

Prior to this update, applicants with a one-year certificate from an approved institution could only apply through the OINP’s International Student stream if the program required the completion of a degree as a condition for admission. This update increases the number of certificate programs eligible for the OINP.

Program requirement Students who completed a one-year certificate from an Ontario college resulting in an Ontario College Graduate Certificate are eligible. Students who completed a one-year certificate from an Ontario college were only eligible if their program required a degree for admission.
Program eligibility Most one-year graduate certificate programs in Ontario will become eligible. Most certificates were ineligible.

On Thursday, December 14, 2023, Ontario sent 2,359 invitations in an Express Entry Draw to profiles with experience in one of 15 tech occupations under the Human Capital Priorities Stream (HCP). This happens to be the highest number of invitations sent in a single OINP HCP draw and the second highest in all of OINP Express Entry Draw.

Profiles with a Comprehensive Ranking System (CRS) score between 473 and 480 were invited to accept provincial nominations from Ontario. These profiles will gain 600 points after accepting the nomination, increasing the CRS score to between 1,073 and 1,080, making their selection in the next Express Entry draw guaranteed.

Candidates that are invited in today’s draw will have 45 days to respond with a complete application in order to accept provincial nominations.

On Tuesday, December 5, 2023, Alberta sent out 19 Notification of Interest (NOI) to Express Entry profiles under healthcare pathway with an Albertan job offer. Profiles with a CRS score of 301 and above were considered in this round of invitation.

Alberta had a total quota of 9,750 for 2023, out of which 4,875 were set aside for Express Entry profiles.

On Tuesday, December 12, 2023, British Columbia sent out 192 invitations to apply for permanent residency in general and targeted draws,

This round of invitation included profiles under the 35 Tech Occupations, early childhood educators as well as 39 healthcare and 25 construction occupations under all the BC PNP Skills Immigration and Express Entry streams.

The cutoff score increased by 2 points for the skilled worker category and by 1 point for the entry-level and semi-skilled categories in comparison with the last general round of invitations by BC PNP.

The processing timeframe for Skills Immigration and Post-nomination requests remain 3 months respectively. On Monday, December 11, 2023, the 2024 registration for the three categories of International Experience Canada (IEC) which includes the Working Holiday Visa, Young professionals and International Co-op categories was announced open.

Interested candidates are advised to begin applying as the first round of invitations for IEC 2024 will be announced in the second week of January 2024.

IEC 2023 ended on Friday, October 13 with the category of Working Holiday Visa topping the chart with a total of 116,030 invitations sent out. The Young Professionals Category sent out 8,056 invitations while the International Co-op sent out 4,488 invitations.

This is the second round of STEM invitation being announced by IRCC since the first one held on July 5, 2023, the CRS cutoff score was 481 and it was targeted at profiles under the 24 STEM occupations listed below.

British Columbia held their latest provincial nomination draw on December 5, 2023, and sent out 193 invitations to apply for permanent residency (PR).

92 invitations were issued targeting 35 tech occupations under all the BC PNP Skills Immigration streams as well as Express Entry streams.

The cutoff score remained the same as in the last targeted round of invitations by BC PNP for tech occupations.

Additionally, 46 invitations were sent targeted at profiles with experience as early childhood educators and assistants (NOC 42202).

They invited another 31 applicants with experience in 25 construction occupations. The cutoff score for these occupations was 75.

Finally, 24 invitations were targeted at profiles in 39 healthcare-related occupations.

On Thursday, December 7, 2023, the Immigration Minister, Marc Miller announced an update on study permit applications, the long awaited information on the full-time work policy for international students in Canada and also the post-graduate work permit extension policy.

Beginning, January 1, 2024 the cost of living for study permit applications will increase by over a hundred percent. Currently, Canada study permit applicants show a proof of fund that sums up to $10,000 but from January 1, 2024 this will increase to a sum of $20,635 for new study permit applications.

This development is said to help the international students be financially capable of sustaining themselves on arrival into Canada.

The Minister further announced that institutions have been advised to accept the number of students they can accommodate to avoid housing issues, he went on to say that if this would require reducing the amount of study permit applications accepted in the coming year, the government is prepared to work with the provinces and institutions in achieving positive results as the welfare of international students is very important.

International students in Canada and students that have already applied for a study permit as at December 7, 2023 will be allowed to work for more than 20 hours per week until April 30, 2024. IRCC is still working on measures that will be put in place towards the working policy for international students.

As a result of the pandemic in 2020, the Post Graduate Working Permit (PGWP) extension policy was introduced due to travel restrictions and other unavoidable circumstances. The Minister has announced that after December 31, 2023, there will no longer be an extension on this policy. However, foreign nationals that have a post-graduation working permit can apply for an extension before December 31, 2023 under the PGWP extension 2023 policy.

After a long break, IRCC announces new Express Entry Draw on Wednesday, December 6, 2023. A total of  4,750 invitations to apply for permanent residency was sent out in a no program specified round of invitation. This is great news as the last Express Entry Draw was announced October 26, 2023.

Profiles with a CRS Score of 561 and above were invited in this round. The score increased by an additional 61 points in comparison with the last no program specified draw.

Ontario sent out 2699 invitations for permanent residency in four new round of invitations on Tuesday, December 5, 2023.

A total of 761 profiles under the Ontario Immigration Nominee Program (OINP) foreign worker stream with a job offer in any of the 61 skilled trade occupations with a CRS score of 34 and above were considered in this round.

Also, 1,663 invitations under the Ontario Immigration Nominee Program (OINP) foreign worker stream with a job offer in any of the 15 tech and 40 healthcare occupations with a CRS score of 43 and above were considered in this round.

Under the OINP In-Demand Skills stream, 262 invitations were sent to profiles with experience in the 22 in-demand occupations with a CRS score of 30 and above.
