Dear future neighbour,
Manitoba has just sent out one of its bigger batches of invitations this year. If you have been sitting in the province’s Expression of Interest (EOI) pool and refreshing your inbox, this one is worth a close look.
On October 22, 2026, the Manitoba Provincial Nominee Program (MPNP) handed out 1,304 Letters of Advice to Apply, or LAAs. An LAA is the province’s way of saying, “We like your profile, now send us your full nomination application.” Everyone who received one has 60 days to submit a complete application, so the clock is already ticking for them.
So who got the invitations? The 1,304 LAAs were split three ways:
- 734 went to Manitoba graduates and spouses of Manitoba graduates
- 513 went to top-scoring candidates already living in Manitoba
- 57 went to candidates the province recruited strategically
Another detail: 353 of the 1,304 invitations went to people who declared a valid Express Entry profile and job seeker verification code. This was the MPNP’s 21st selection round of the year.
Here is how the round looked at a glance:
| Stream/pathway | Selection category | LAAs issued | Cut-off score |
|---|---|---|---|
| Skilled Worker in Manitoba pathway | Post-secondary study in Manitoba | 734 | 816 |
| Top-scoring profiles | 513 | 846 | |
| Skilled Worker Stream – in Manitoba and Overseas | Direct invitation under a strategic recruitment initiative | 57 | N/A |
How the Skilled Worker in Manitoba pathway worked
Under this pathway, Manitoba issued 1,247 invitations in total. They came from two selection categories.
The first category was post-secondary education in Manitoba. It produced 734 invitations. To be considered, a candidate had to report that they or their spouse had completed post-secondary studies in Manitoba, and they needed a score of 816 or higher. Anyone invited this way must back it up with proof. That means a diploma and a transcript must be included in the nomination application.
The second category was top-scoring profiles. It produced 513 invitations, and the lowest score invited was 846. Only workers living in Manitoba were considered here.
How the Skilled Worker Stream (in Manitoba and Overseas) worked
The province also sent 57 invitations to workers in Manitoba and overseas who had been invited directly by the MPNP. These candidates were invited either through a strategic recruitment initiative or through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP), which has now expired.
Employer Services led the way, as you can see below:
| Initiative | LAAs issued |
|---|---|
| Employer Services | 21 |
| Francophone Community | 16 |
| Regional Communities | 15 |
| Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) | 3 |
| Ethnocultural Communities | 2 |
What if you were not invited?
Not getting an LAA does not mean the door is shut. A few options may still be open to you.
- Nominated candidates: Once nominated, you can ask Manitoba for a work permit support letter. You can then use that letter when applying to the federal government for a work permit.
- Bridging open work permit: After you submit your permanent residence application, you may also become eligible for this permit, which helps you keep working while you wait for a decision.
- Candidates still in the EOI pool: A temporary federal measure may allow you to apply for a special work permit. To qualify, you need a Manitoba support letter issued by December 31, 2025, which confirms you were in the EOI pool by that date. You also need a work permit that is current, recently expired, or being renewed.
The key lesson from this draw is that a Manitoba education and a strong EOI score carried a lot of weight, with cut-offs of 816 and 846 in the two main categories. Timing and paperwork matter just as much. An invitation only helps if your documents are ready within 60 days.
