Dear future neighbour,

Quebec is now limiting the number of applications for spousal sponsorship and for children who are 18 years or older. This means only a certain number of these applications will be accepted.

There is also a limit on applications for sponsoring parents, grandparents, and other relatives. Quebec wants to control how many of these applications they receive.

However, there are some exceptions to these limits. Not all applications will be affected by the new rules.

Starting June 26, 2024, the Ministère de l’Immigration, de la Francisation, and de l’Intégration (MIFI) will accept only 13,000 applications for family sponsorship over two years, impacting families seeking to reunite in Quebec.

Below is the breakdown of the family sponsorship cap

Type of Application Capping Until June 25, 2026
Spouses, common-law spouses, and dependent children aged 18 and up 10,400
Fathers, mothers, grandfathers, grandmothers, or other eligible relatives 2,600

This cap does not apply to the following categories of people:

– A sponsor’s dependent minor child.
– Minor children the sponsor wants to adopt.
– An orphaned minor child related to the sponsor (brother, sister, nephew, niece, grandson, or granddaughter).
– A sponsor’s adult child who is dependent due to disability.

These individuals must not be married or in a common-law relationship.

Applications to add a sponsored person’s dependent child, spouse, or common-law partner, who is eligible under an undertaking application or awaiting permanent resident admission, are also exempt from the cap.

See below current processing time:

Spousal sponsorship applications for Quebec have been taking between 28 and 34 months, a duration that is significantly longer compared to the rest of Canada, where the process typically takes about 10 months.

Application Type Current Processing Time Change Since
May 1
Change Since
April 23
Spouse or common-law partner living outside Canada (intention to live outside Quebec) 10 months -3 months -2 months
Spouse or common-law partner living outside Canada (intention to live in Quebec) 34 months No Change +6 months
Spouse or common-law partner living inside Canada (intention to live outside Quebec) 10 months -1 month +2 months
Spouse or common-law partner living inside Canada (intention to live in Quebec) 28 months +1 month +4 months
Parents or Grandparents PR (intention to live outside Quebec) 24 months +4 months -3 months
Parents or Grandparents PR (intention to live in Quebec) 48 months +15 months +11 months

The cap aims to ensure the number of family-class applications aligns with Quebec’s immigration targets for 2024 and 2025.

Dear future neighbour,

Starting January 2025, the British Columbia Provincial Nominee Program (BCPNP) will introduce three new Provincial Nominee Program (PNP) streams for international graduates:

– Bachelor’s stream
– Master’s stream
– Doctorate stream

These streams are designed to provide clearer pathways for international graduates to gain Canadian permanent residence (PR) and enhance their employment opportunities in B.C.

The provincial government has revealed the following details for this program:

– Launch date: January 2025
– Language requirement: Minimum Canadian Language Benchmark (CLB) 8 for all streams
– Eligibility: Graduates of diploma and certificate programs are excluded from these streams but may qualify for other BCPNP pathways.

Bachelor’s Stream

– Targeted at recent graduates with Bachelor’s degrees from eligible institutions
– Requires a full-time, indeterminate job offer

Master’s Stream
– For recent graduates with Master’s degrees from eligible institutions
– Requires a full-time job offer in a skilled occupation, lasting at least one year

Doctorate Stream
– Designed for graduates and PhD candidates from eligible institutions

See below the general eligibility for BCPNP International Graduate Streams:

Candidates must:
– Have a degree, diploma, or certificate from an eligible Canadian institution within the last three years

– Accept a qualifying full-time job offer in B.C., which must generally be indeterminate unless it is a priority technology occupation

– The job offer must fall under National Occupation Classification (NOC) TEER categories 1, 2, or 3

– Be qualified to work in their chosen occupation in B.C.

– Receive a wage offer consistent with B.C. wage rates

– Demonstrate the ability to support themselves and any dependents

– Meet minimum language requirements (CLB 8 for most streams)

Employers must support the candidate’s application and meet specific criteria.

The BCPNP ranks candidates using a points-based system and requires selected individuals to apply within 30 days.

Dear future neighbour,

In Canada, most caregiver positions require applicants to possess a valid driver’s license, specifically a class 5 license. This is essential as many caregiving roles involve driving to various locations, transporting clients to appointments, or running errands. Ensuring that applicants have a clear driving abstract is equally important, as it shows they have a safe driving record. Employers look for candidates who can be trusted to drive responsibly and safely while taking care of their clients.

Beyond a driver’s license, there are several other certifications, trainings, and checks commonly required for caregiver jobs in Canada. These include First Aid and CPR certification, which ensure that caregivers can handle emergencies and provide immediate assistance if a client is in distress. Another key requirement is a criminal background check, which helps employers verify that the caregiver has no history of criminal behavior, thus ensuring the safety and security of their clients. Caregivers might also need specific training related to the needs of their clients, such as dementia care, palliative care, or disability support training.

In addition to these qualifications, many caregiving positions require proof of immunizations, particularly for infectious diseases like tuberculosis and influenza, to protect both the caregiver and their clients. Some roles might also ask for a health assessment to confirm that the caregiver is physically able to perform the required duties. Together, these requirements help create a comprehensive profile of a caregiver who is well-prepared, trustworthy, and capable of providing high-quality care to those in need.

See below list of commonly required certifications:

1. First Aid Certification

2. Cardiopulmonary Resuscitation (CPR) Training

3. Abuse Prevention and Reporting Certification (APRP)

4. Crisis Prevention Institute Certification (CPI)

5. Positive Behaviour Support Certification (PBS)

6. Healthcare Provider Certification (HPC)

7. Medication Administration Certification

8. Healthcare Aide Certificate/Diploma

9. Certificate in Mental Health

10. Certificate in Addictions

11. Criminal record check/police information check

12. Vulnerable sector check

In the fall of 2024, Canada will launch a new caregiver program. This initiative will include pilot programs designed for candidates interested in working in the home care sector in Canada. To be eligible to apply, candidates must meet several specific criteria:

1. They must achieve at least a level 4 on the Canadian Language Benchmarks (CLB), demonstrating their proficiency in English or French.

2. Applicants must possess the equivalent of a Canadian High School Diploma, ensuring they have the necessary educational background.

3. They need to have recent and relevant work experience in the caregiving field, which shows they have practical skills and knowledge.

4. Finally, candidates must secure a full-time job offer in the home care sector. This requirement ensures that applicants have a concrete employment opportunity lined up, providing stability and a clear path for their integration into the Canadian workforce.

Together, these criteria aim to attract qualified and prepared individuals to support the growing demand for home care services in Canada.

Have you signed up for the webinar coming up on July 7, 2024? In this webinar, you would be equipped with all you need to know to prepare for the caregiving program.

Dear future neighbour,

On Friday, June 21, 2024, IRCC Minister Marc Miller announced that international students can no longer apply for post-graduation work permits (PGWP) at the border. This change, effective immediately, aims to stop “flagpoling,” where temporary residents leave and re-enter Canada for quick immigration services, bypassing regular online application wait times.

The Canadian government is encouraging people to apply for permits within Canada instead of at the border. They are working to speed up processing times globally by updating their systems. This change aims to make the process fairer for everyone and reduce the practice of “flagpoling.”

A study permit expires 90 days after finishing a course, and students can apply online for a PGWP to work full-time while awaiting their permit, which they receive by mail.
