IRCC Minister of Canada, Marc Miller, says that despite the housing crisis currently faced by Canadians due to the increase in population, the Canadian government is not looking at reducing the annual immigration levels .

The new Immigration Levels plan 2024-2026 will be revealed by Marc Miller in November 2023, but he has made it clear that they will not cut down on the annual targets. Furthermore, Miller said that the federal government is open to reconsidering international student enrollment, particularly amid fraud concerns.

He said in an interview, question is whether we should raise or maintain the annual levels, but there is no question of reducing them.

“It is something that I need to look into to determine whether or not we should update them upward. However, I don’t think we’re in a position where we should be considering lowering them by any stretch of the imagination.”

Sean Fraser, the former minister of immigration now housing minister also sees immigration as a way to solve the housing crisis as he believes immigrants with skilled trades can help in building more houses.

Former IRCC Minister Sean Fraser says

“closing the door on newcomers is not a solution to the housing crunch; rather, they need to welcome immigrants who can help build more houses. When I talked to developers, in my capacity as a minister of immigration before today, one of the chief obstacles to completing the projects that they want to get done is having access to the labour force to build the houses that they need.”

It is important to note that the annual immigration levels plan is only set for the number of new permanent residents to be landed, not the temporary residents.

The Canadian population grew by more than one million individuals in 2022, with 437,180 new permanent residents and 607,782 temporary residents contributing to the increase. 263,180 new permanent residents have already landed in the first half of 2023 and still on track to surpass the annual target for 2023 which is 465,000.

TD issued a report at the end of July warning that “continuing with a high-growth immigration strategy could increase the housing shortage by approximately 500,000 units in just two years.”

A leading financial institution, the TD Bank, released a report, observes that economists have been warning about the economic consequences of an aging population. The report says that the increase in immigration has provided a solution, and government policies did produce results, but this sudden population gain based on immigration might have gone “too far, too quickly.”

The federal and provincial immigration departments has put more attention on welcoming individuals in Skilled Trades (which include plumbers, carpenters, welders, electricians, e.t.c) to get more help in building homes. Miller says that construction is one of the industries with the most severe labour deficit, and immigrants can help construct the new homes needed to alleviate the housing crisis.

On Wednesday August 16, 2023, the Saskatchewan Immigrant Nominee Program – SINP  invited 642 applicants to apply for provincial nomination in six new rounds of invitations.

Since June 8, 2023, Saskatchewan has not declared any PNP draws, this comes after a long time of waiting. These draws are very unique due to the fact that the cutoff score in these rounds of invitations equals the points required to just qualify for the Saskatchewan Immigrant Nominee Program (SINP).

An applicant needs 60 points to be eligible to create an Expression of Interest (EOI) profile for the Saskatchewan Immigrant Nominee Program (SINP).

Saskatchewan invited all the applicants residing outside Canada from select countries, including India, making it different from other provincial nominee programs (PNPs),

So if anyone from the below-listed countries has experience in the mentioned NOC codes and has created a profile with SINP, they have received the Canadian permanent residency invitation.

See below full details of the SINP Latest Draw announced on August 16, 2023

Cutoff score among all the categories listed below was 60 which is equal to the score required to qualify for creating SINP profile.

A total of 4,300 invitations to apply for Permanent Residency (PR) were sent out in the all program Express Entry draw on Tuesday August 15, 2023.

The Comprehensive Ranking System (CRS) cutoff score dropped by 21 points to 496 from the last draw which took place on August 1, 2023 .

In the August 1 ‘no program specified’ Express Entry draw, the CRS cutoff score jumped because IRCC held this draw after 3 weeks and there was a significant increase in new profiles, but this has now dropped notably because of the increase in the number of invitations.

See below the full details of the latest Express Entry draws, as well as all the draws in 2023 and the next draw prediction.

  • Express Entry Program: No Program Specified
  • Number of invitations issued: 4,300
  • Rank required to be invited to apply: 4,300 or above
  • Date and time of round: August 15, 2023 at 14:23:51 UTC
  • CRS score of lowest-ranked candidate invited: 496
  • Tie-breaking rule: August 01, 2023 at 12:59:52 UTC

Last week, IRCC sent a total of 4,300 invitations to apply and again sent 4,300 ITAs this week.

The IRCC also introduced its first-ever skilled trades draw last week, targeted at 10 shortlisted occupations with the lowest cutoff score of 388.

August 15, 2023

This coming Friday August 18, 2023, qualifying parents living in Canada with their child(ren) will receive new Canada Child Benefit (CCB) payment from the Canada Revenue Agency (CRA). Many parents and caregivers will be receiving increased payments than they received  in the past.

In line with the current inflation, the income thresholds for the Canada Child Benefit for 2023–2024 have been adjusted, making it possible for more families to qualify for the maximum monthly benefit.

Parents get Canada Child Benefit payments based on the adjusted family net income (AFNI) as reported on the tax return of the previous year. This year, the CCB will be increased from a maximum of $6,997 per year to $7,437 per year for one child aged less than 6.

To ascertain the AFNI, you must evaluate your family net income, which is the sum of line 23600 on your tax return and line 23600 on your spouse’s or common-law partner’s tax return.

Deduct the Universal Child Care Benefit (UCCB) and Registered Disability Savings Plan (RDSP) income from this total.

Canada Child Benefit Calculation for 2023

For the payment period from July 2023 to June 2024, a family having a net income of $34,863 in 2022 can get a maximum tax-free benefit of:

  • up to $7,437 per year ($619.75 per month) per child under the age of six, and
  • $6,275 per year ($529.91 per month) per child aged six to 17.

Additionally, if your family’s adjusted net income is greater than $34,863, but less than $75,537, then the payment for that child is reduced by 7% after $34,863.

For more clarity, CCB payments decrease progressively, as listed in the below table:

Canada Child Benefit Eligibility

An individual or a couple residing with a minor under the age of 18, predominantly accountable for the child’s care and upbringing, as well as a resident of Canada for tax purposes, you or your spouse or common-law partner is one of the following:

  • Canadian citizen
  • Permanent resident
  • Protected person
  • Temporary resident who has lived in Canada for the previous 18 months and has a valid permit in the 19th month other than one that states “does not confer status” or “does not confer temporary resident status.”
  • Person who is registered or entitled to be registered under the Indian Act

If you are new in Canada or just had a baby, you will need to check CCB eligibility and apply online.

Disclaimer: Note that Canada Child Benefit payments vary depending on the number of children in a household, adjusted net family income, and other existing benefits. Kindly use CRA calculator to get the most accurate numbers on how much you will get.

According to the CRA, the CCB is calculated as follows.

  • $7,437 per year ($619.75 per month) for each eligible child under the age of 6
  • $6,275 per year ($522.91 per month) for each eligible child aged 6 to 17

These amounts start being reduced when the adjusted family net income (AFNI) is over $34,863. The reduction is calculated as follows:

  • For families with one eligible child:
    • the reduction is 7% of the amount of AFNI greater than $34,863 up to $75,537
    • for income greater than $75,537, the reduction is $2,847 plus 3.2% of AFNI greater than $75,537
    • For families with two eligible children:
      • the reduction is 13.5% of the amount of AFNI greater than $34,863 up to $75,537
      • for income greater than $75,537, the reduction is $5,491 plus 5.7% of AFNI greater than $75,537
    • For families with three eligible children:
      • the reduction is 19% of the amount of AFNI greater than $34,863 up to $75,537
      • for income greater than $75,537, the reduction is $7,728 plus 8% of the amount of AFNI greater than $75,537
    • For families with four or more eligible children:
      • the reduction is 23% of the amount of AFNI great
      • the reduction is 23% of the amount of AFNI greater than $34,863 up to $75,537
      • for income greater than $75,537, the reduction is $9,355 plus 9.5% of the amount of AFNI greater than $75,537

IRCC began holding category-based Express Entry draws towards the end of June 2023 . A total of six categories have been chosen to achieve specific economic goals including meeting the skilled labor demands in certain occupations.

These categories include the following:

  1. French-language proficiency
  2. Healthcare occupations
  3. Science, Technology, Engineering and Math (STEM) occupations
  4. Trade occupations
  5. Transport occupations
  6. Agriculture and agri-food occupations

In a report from IRCC as shared by the Globe and Mail, IRCC will be prioritizing recruiting applicants with experience in the STEM professions. Between 28 per cent and 31 per cent of invitations that are issued through Express Entry this year are expected to go to people with recent experience in certain STEM jobs which includes software developers and data scientists. Presently, there has only been one round of STEM invites that went to 500 applicants.

The target range for candidates with French proficiency is 11 per cent to 15 percent.

The target for specific occupations within health care is nine percent to 12 percent.

The target for Trades is three to four percent.

The target for Transportation and Agriculture is one to two per cent each.

August 14, 2023

According to the most recent IRCC official data as of August 10, 2023, Canada is on course to welcome a record number of new permanent residents in excess of the yearly target specified in the immigration levels plan for 2023–2025.

The Canadian immigration department established a goal in November 2022 to welcome a total of 465,000 new permanent residents in 2023. 485,000 new permanent residents in 2024, and another 500,000 permanent residents in 2025.

In the first three months of 2023 (January through March), Canada received 145,330 new permanent residents despite a general slowdown in immigration levels throughout the months of February and March 2023. This data is the number of new permanent residents who have actually landed in any part of Canada, not those who have permanent residency approved by the IRCC.

The second quarter from April to June 2023 landed comparatively lower, with 117,730 new immigrants among all the categories.

See Below Month-Wise Number of New Permanent Resident landed in 2023

Month Number of
New Immigrants
January 50,920
February 49,660
March 44,865
April 29,550
May 45,975
June 42,205
Total 263,180

Nonetheless, the total number of immigrants who entered Canada up until June is 263,180, which means that in order to meet the IRCC’s target for the rest of 2023, only 202,000 more immigrants are required.

If this pace continues, the number of people who land in Canada as new permanent residents is on track to set a new record of nearly 500,000 in 2023.

Since 2015, Canada has received the most new immigrants in a single month, with 50,905 new permanent residents in January 2023.

This was the largest number of new immigrants in a single month since 2015. Since January 2023, however, there has been a relative decline in the number of new permanent residents that arrive each month, with April 2023 only landing 29,550 newcomers.

Province-Wise Number of New Immigrants landed in 2023

Landing a total of 115,700 new permanent residents in the first half of 2023, the province of Ontario, which is both the largest and most populated in Canada, was by far the most popular site for newcomers to Canada.

British Columbia, Alberta, Quebec, and Manitoba welcomed 115,855 newcomers altogether.

Is Canada planning to reduce immigration targets?

Canada is not planning to reduce immigration targets as a record has been set for immigration goals for the years 2023 to 2025, which Marc Miller, the new immigration minister, will review in November 2023.

Currently, the level of immigration is higher than it has ever been. According to a news interview, Marc Miller said,

“I don’t see a world in which we lower it; the need is too great. It is something that I need to look into to determine whether or not we should update them upward. However, I don’t think we’re in a position where we should be considering lowering them by any stretch of the imagination.”

The leader of the opposition, Pierre Poilievre, has said that if the Conservative Party of Canada wins the next federal election, they will reduce the number of people allowed to immigrate to Canada.

Poilievre has placed some of the responsibility for Canada’s home affordability issue on immigration.

The leader of the Conservative Party asserts that factors like the quantity of unfilled positions in the private sector, the quantity of charitable organizations eager to sponsor refugees, and the quantity of families desiring to reunite with loved ones right away should determine immigration goals.
