IRCC began holding category-based Express Entry draws towards the end of June 2023 . A total of six categories have been chosen to achieve specific economic goals including meeting the skilled labor demands in certain occupations.
These categories include the following:
French-language proficiency
Healthcare occupations
Science, Technology, Engineering and Math (STEM) occupations
Trade occupations
Transport occupations
Agriculture and agri-food occupations
In a report from IRCC as shared by the Globe and Mail, IRCC will be prioritizing recruiting applicants with experience in the STEM professions. Between 28 per cent and 31 per cent of invitations that are issued through Express Entry this year are expected to go to people with recent experience in certain STEM jobs which includes software developers and data scientists. Presently, there has only been one round of STEM invites that went to 500 applicants.
The target range for candidates with French proficiency is 11 per cent to 15 percent.
The target for specific occupations within health care is nine percent to 12 percent.
The target for Trades is three to four percent.
The target for Transportation and Agriculture is one to two per cent each.

According to the most recent IRCC official data as of August 10, 2023, Canada is on course to welcome a record number of new permanent residents in excess of the yearly target specified in the immigration levels plan for 2023–2025.
The Canadian immigration department established a goal in November 2022 to welcome a total of 465,000 new permanent residents in 2023. 485,000 new permanent residents in 2024, and another 500,000 permanent residents in 2025.
In the first three months of 2023 (January through March), Canada received 145,330 new permanent residents despite a general slowdown in immigration levels throughout the months of February and March 2023. This data is the number of new permanent residents who have actually landed in any part of Canada, not those who have permanent residency approved by the IRCC.
The second quarter from April to June 2023 landed comparatively lower, with 117,730 new immigrants among all the categories.

Nonetheless, the total number of immigrants who entered Canada up until June is 263,180, which means that in order to meet the IRCC’s target for the rest of 2023, only 202,000 more immigrants are required.
If this pace continues, the number of people who land in Canada as new permanent residents is on track to set a new record of nearly 500,000 in 2023.
Since 2015, Canada has received the most new immigrants in a single month, with 50,905 new permanent residents in January 2023.
This was the largest number of new immigrants in a single month since 2015. Since January 2023, however, there has been a relative decline in the number of new permanent residents that arrive each month, with April 2023 only landing 29,550 newcomers.
Province-Wise Number of New Immigrants landed in 2023
Landing a total of 115,700 new permanent residents in the first half of 2023, the province of Ontario, which is both the largest and most populated in Canada, was by far the most popular site for newcomers to Canada.
British Columbia, Alberta, Quebec, and Manitoba welcomed 115,855 newcomers altogether.

Agri-Food Pilot Program, Canadian Experience Class (CEC), Caregiver programs, Rural and Northern Immigration Pilot Program (RNIP), Federal Skilled Trades (FST), Federal Skilled Worker (FSW) program, Start-Up Visa program, Self-Employed program, and TR2PR Pathway accounted for almost 51% of the new immigrants landing in Canada.
Is Canada planning to reduce immigration targets?
Canada is not planning to reduce immigration targets as a record has been set for immigration goals for the years 2023 to 2025, which Marc Miller, the new immigration minister, will review in November 2023.
Currently, the level of immigration is higher than it has ever been. According to a news interview, Marc Miller said,
“I don’t see a world in which we lower it; the need is too great. It is something that I need to look into to determine whether or not we should update them upward. However, I don’t think we’re in a position where we should be considering lowering them by any stretch of the imagination.”
The leader of the opposition, Pierre Poilievre, has said that if the Conservative Party of Canada wins the next federal election, they will reduce the number of people allowed to immigrate to Canada.
Poilievre has placed some of the responsibility for Canada’s home affordability issue on immigration.
The leader of the Conservative Party asserts that factors like the quantity of unfilled positions in the private sector, the quantity of charitable organizations eager to sponsor refugees, and the quantity of families desiring to reunite with loved ones right away should determine immigration goals.

In the just concluded week August 11, International Experience Canada – IEC 2023 sent out 1,981 invitations to apply (ITAs) for work permits.
This brings it to a total of 107,045 work permit invitations sent out by Canada under the working holiday visa, young professionals and International Co-op categories since the beginning of the 2023 IEC season in January 2023.
The IEC 2023 season opened up with a set quota of accepting 90,000 newcomers from more than 30 eligible countries during this season, and additional quotas are being added as needed.
The IEC 2023 Working Holiday Visa Quota for Korea and the Republic has been increased by 2,000 to a total of 8,500.
750 new spots were added for Chile. Initially, Chile had a quota of only 400, but now a total of 1,150 Chileans will be accepted.
Although more than 100,000 people have been invited so far, around 18,000 spots are still available among all three categories.
IEC Working Holiday visa category sent out 1,818 new open work permit invitations in the just concluded week.
With 96,112 invitations already sent in 2023, this sums up to be the biggest category in IEC. However, 17,003 spots are still available under the IEC Working Holiday visa category.
127 closed work permit invitations were sent under the Young Professionals category, while only 36 were sent under the least common category, the International Co-op (Internship).
As per latest IRCC processing update of August 9, IEC 2023 season processing time has now increased to 11 weeks.
