This update brought in 20 new employers to the program while 14 previously designated ones were removed. With this revision, the total number of designated employers in the province now stands at 364.

Eligibility Criteria for the AIP

To qualify for the AIP, candidates must meet several conditions:

  • They must secure a job offer from a designated employer located in one of the Atlantic provinces.
  • This job offer must be endorsed by the province*.
  • Candidates are expected to hold at least a one-year post-secondary credential for jobs classified under NOC TEER levels 0 or 1. For roles categorized under TEER levels 2, 3, or 4, a high school diploma is the minimum requirement.
  • They should meet the language requirements: a Canadian Language Benchmark (CLB) score of 5 is necessary for TEER 0–3 occupations, while TEER 4 requires a CLB of 4.
  • Candidates must have either a minimum of one year of work experience or hold a two-year post-secondary credential earned within an Atlantic province.
  • Proof of sufficient settlement funds is also required**.

The designated employer takes responsibility for submitting the job offer for endorsement by the provincial government.

The amount of settlement funds needed depends on the size of the applicant’s family.

Understanding NOC and TEER Levels

Canada uses the National Occupational Classification (NOC) system to categorize jobs. This system assigns each occupation a TEER level based on the required Training, Education, Experience, and Responsibilities. TEER levels range from 0 (most complex roles) to 5 (entry-level positions).

Alternative PR Options Outside Key Sectors

Currently, PEI focuses AIP participation on occupations in the healthcare, construction, and manufacturing sectors. Individuals seeking PR through other professions will need to explore different pathways, such as the PEI Provincial Nominee Program (PEI PNP) or Express Entry.

Steps for Applying Through AIP

After confirming eligibility—meeting education, language, experience, and financial requirements—and obtaining a valid job offer from a designated employer, applicants will need to:

  1. Have the job offer endorsed by PEI
  2. Create a settlement plan
  3. Submit an application for permanent residency to Immigration, Refugees and Citizenship Canada (IRCC).

Endorsement leads to the issuance of a Certificate of Endorsement, which must be included in the PR application.

Temporary Work Permit Option

Applicants may also qualify for a special two-year work permit while their AIP PR application is under review. This permit enables them to begin working in Canada sooner.

For this, the employer must obtain a referral letter from PEI when applying for job offer endorsement. This letter must accompany the work permit application to be considered valid.

The Immigration Minister, Marc Miller announced the allocation of study permit for all provinces. IRCC made an announcement on the 22nd of January, 2024 that there will be a cap on the the number of international students that will be let into Canada in the year, 2024. To achieve this, all provinces will be given an allocation on the total number of study permits that will be approved, this allocation will be based on the population of the province.

IRCC adjusted allocations for provinces that would receive a lower allocation of study permits to lessen any negative impact.

Provinces that were poised to receive more international students in 2024 than in 2023 had their allocations capped at 10% of their population.

IRCC also topped up the allocations for provinces with an approval rate lower than 60% believing that it will help these provinces reach their expected number of approved study permits.

IRCC does not have the authority to cap the number of approved study permits but the department can cap the number of study permit applications that are processed.

However, basing the cap for study permits on a national approval rate of 60%, IRCC says that the estimated cap of study permits issued is derived from the number of study permit applications it will process. In this situation, the department hopes to process 606,000 applications.
