On Monday, January 22, 2024, the Minister of Immigration, Refugees and Citizenship of Canada announced a cap on the number of international students Canada will be welcoming in the year 2024 and 2025.

According to the announcement, Canada expects a total of 360,000 international students in the year 2024, that is a decrease by 35% in comparison to the intake of 2023. This total however does not affect those coming in for elementary, secondary, masters and doctorate studies.

IRCC intends to distribute a portion of the cap to each province and territory bearing in mind the population of the different provinces. The provinces will in turn divide the number to approved educational institutions within their jurisdiction.

From Monday, January 22, 2024, each study permit application filed with the IRCC will need to include an attestation letter from a province in order to impose the cap. Provinces and territories have up until March 31, 2024 to set up a procedure for providing attestation letters to students.

By the end of the year, 2024, there will be a reevaluation of the two-year temporary measure by IRCC that will determine the number of study permits that will be issued in 2025.

The Canadian government intends to keep working with educational institutions, stakeholders, all provinces and territories in order to create a sustainable and effective system for international students.

In new Ontario Immigration Nominee Program draw announced on Friday, January 19, 2024, a total of 1,654 candidates were invited for permanent residency in a general round of invitation through the OINP foreign worker stream.

Profiles with a job offer in any of the TEER 0, 1, 2 or 3 occupations with a CRS score of 50 or above were considered in this round of invitation.

Ontario sent out Notification of Interest for provincial nomination to 984 candidates on Thursday, January 18, 2024 in its second Express Entry Draw of 2024.

Candidates that met the requirements of the OINP French-speaking skilled worker stream and had valid profiles in the Express Entry pool between January 18, 2023 and January 18, 2024 with a CRS score from 317 to 469 were targeted in this rounds of invitation.

The All program Express Entry draws include all Express Entry profiles under the Canadian Experience Class (CEC), Federal Skilled Worker Program (FSWP), and Federal Skilled Trades (FSTP). Candidates who are in the Express Entry pool for the Provincial Nominee Program are already qualified for all the “no program specified” or general draws if the criteria is met.

On Tuesday, January 9, 2024, the Minister of IRCC, Marc Miller, announced the opening of a new Canada temporary residency pathway for Palestinians that have been affected by the crisis in Gaza and have relations in Canada. These relations could either be a spouse, grandparent, child, parent but must be an eligible Canadian citizen or permanent resident holder.

Palestinians that are eligible for this would also have the opportunity to apply for a free study and work permit on their arrival into Canada in order to assist them with their daily source of livelihood whilst in Canada.

In addition to this, they will also have access to a three-month health coverage under the Interim Federal Health Program to assist with urgent medical needs on arrival into Canada. Also, they will be assisted with language training for easy interaction with the job market and local community within town.

IRCC intends to follow up on this update as the plan is to stay on track with the targeted population required for the year. The duration of validity for these temporary resident visas with multiple entries will be up to three years, or the length of time that the individual’s passport is valid.

As of now, people who are in possession of a temporary residence visa that was issued in accordance with public policy will no longer be eligible for exemptions at the port of entry after January 9, 2025.
