In a new IRCC Backlog Update on Thursday August 24, 2023, Canada has been processing a record number of immigration and visa applications which include those for visitor visas, work permits, and study permits with a total application inventory of 2.3 million as of July 31, 2023.

Since the pandemic, the files have been heaping up and IRCC processing involves extensive assessment of applicants on a case-by-case basis, which takes up a great deal of time.

Backlog increases by 4.27% for temporary residency applications, with overall processing inventory mounting to 1,346,200 as compared to the previous backlog update.

The backlog reduces by 5.69% for citizenship and by 4.13% for permanent residency applications, with the overall inventory for these applications reducing by nearly 2%.

Although the backlogs are expected to reduce monthly but there is a high possibility that it will run into 2024.

Canadian Immigration Backlog in 2023

  • 20% backlog for Federal High Skilled and Provincial Nominee Program (PNP via Express Entry)
  • 24–26% backlog for Citizenship and spousal sponsorship applications.
  • 17-20% for study permits and work permits.
  • 36% for temporary resident visas or visitor visas.

Anything equal to or below 20% means IRCC is meeting the service standard for that business line.

Canada is still on course to welcome a total number of 465,000 applicants this year.

There has been lot of speculations on the Canadian Government cutting down on the number of International Students coming into the country to study due to the ongoing housing crisis in Canada. This has been an ongoing debate and the Canadian Immigration Minister and Minister of Housing have clearly stated that cutting down on new immigrants including international students coming into the country is not the solution to this problem on the contrary the input of these immigrants are necessary in developing and building more structures.

The Canadian Prime Minister, Justin Trudeau in a statement made on Wednesday, August 23 said they do not plan on cutting down the number of students, he says there are lot of different factors regarding the housing crisis and it has nothing to do with just international students, however the solution to this issue is working collaboratively as a country to fix the problem.

Additionally, it is no doubt that international students contribute massively to Canadian GDP in billions of dollars, the students are extraordinary and need to be well catered for by the schools.

The spokesperson for Quebec Immigration Minister, Alexandre Lahaie says Quebec does not intend to put a cap on the number of international students in its Jurisdiction as it is up to them and their educational institutons to determine the number of people they can accommodate not disputing the fact that issuing study permit is the responsibility of the government.

Canadian Universities and Colleges are of the opinion that there should be no cap to the intake of international students as there would be adverse effect to the communities. These students are however not the problem of this housing crisis but the most affected by it.

178 invited candidates in this MPNP draw had a valid Express Entry profile as well as a job seeker validation code.

According to data by Statistics Canada, MPNP targeted profiles with their current employment based on high labour needs.

Alberta has sent out a total of 403 Notification of Interest (NOI) letters between August 15-22, 2023 offering provincial nomination in three new Express Entry draws , these draws declared CRS cutoff scores of 303, 408, and 326, meeting specific requirements.

On Tuesday August 22, the latest Alberta Advantage Immigration Program (AAIP) draw invited 89 profiles in construction occupations with Alberta job offers having a CRS score of 303 or above.

On August 16, the AAIP draw sent out 300 invitations to profiles in Tourism and hospitality occupations, with Alberta job offers having a CRS score of 408 or above.

The AAIP draw sent out on August 15 were just 14 invites to profiles via the dedicated Healthcare Pathway with an Alberta job offer and a CRS score of 326 or above.

A total of 6,921 nomination certificates have been issued by Alberta in all the categories so far this year. Alberta has a total quota of 9,750 for 2023; out of which 4,875 are set aside for Express Entry profiles.

However, out of this number stated above, it is key to note that not all invited Express Entry candidates accept the nomination and not everyone arrives Canada at the same time as the processing time for PNPs differ.

Topping the chart of new Canadian immigrants is India; Nigeria, the Philippines and China follows. A total of 263,180 new immigrants arrived Canada in the first two quarters of 2023, over 84,ooo of this number were Indians.

In 2022, a total of 437,610 new permanent residents landed in Canada; 232,120 new permanent residents landed in the first half of the year.

IRCC processed 177,415 citizenship applicants between January and June 2023; out of which more than 35,000 were Indian nationals.

Among the top 5 sources of new citizens for Canada are Filipinos, Nigerians, Syrians, and Pakistanis.

Citizenship uptake is still lower as compared to 2022, with Canada welcoming 232,120 new citizens in the same time period last year.

In 2022, a total of 437,610 individuals became new Canadian citizens. This data includes grants of citizenship, adoptions, and resumptions of citizenship.

Canada welcomed a total of 434,899 new international students in the first half of 2023, and more than 40% were from India.

Following India, Nigeria, the Philippines, China, and Nepal are among the top 5 source countries of new international students coming to Canada.

During the same time period last year, IRCC approved only 292,376 new study permit applications. A total of 736,627 new study permit applications were approved in 2022.

Nearly 300,000 Visitor Visas have been approved for Indians

299,062 Indians got visitor visas approved as per the IRCC’s latest data on the processing of visitor visas in the first half of 2023.

In total, the IRCC approved 987,877 visitor visas in the first two quarters of 2023, which is just 14% less than the total of 1,154,945 in the full year of 2022.

Over 225 skilled workers and international graduates were invited to apply for permanent residency in the latest BC PNP draw of 2023 on August 22.

169 invitations have been issued in general targeting all the occupations, including 35 Tech occupations under all the BC PNP Skills Immigration streams as well as Express Entry streams.

Furthermore, 33 invitations have been sent targeted at profiles with experience as Early Childhood educators and assistants (NOC 42202). 23 invitations are targeted at profiles in 39 healthcare-related occupations.

IRCC officially updates processing timeframes once a week. The last update was made on Tuesday August 22, 2023. These updates provide clear information that accounts for processing volumes as well as any changes to IRCC’s ability to handle applications.

Majority of citizenship and permanent residency services now provide processing timelines for 80% of applications, which are updated weekly based on statistics from the past six months. The IRCC is currently sending out AOR letters or emails to citizenship applicants who applied on paper or online between July 13, 2023.

The processing timeframes for temporary residence applications are also updated every week based on statistics from the previous 8 or 16 weeks.

These processing timetables are intended to give potential immigrants and visa applicants in Canada an idea of how long it will take to decide whether or not to accept their application. This does not mean that an application will be processed in the same amount of time.

Given that it is based on the processing times of 80% of applicants, the processing time for your application may be longer or shorter than stated.

1,262 applicants were invited to apply for open work permits under International Experience Canada (IEC) as at August 18, 2023 in the new Working Holiday Visa round of invitations bringing the total of invitations issued under all three categories of IEC in the past week to 1,394.

A total of 97,374 invites for open work permits under the Working Holiday Visa category have been issued by Canada since the commencement of the 2023 International Experience Canada (IEC) season in January 2023. The IEC 2023 season began in January 2023 with the target of accepting 90,000 individuals to work in Canada from over 30 eligible nations.

The quota for the IEC 2023 Working Holiday Visa for Korea and the Republic has been augmented by an additional 2,000, resulting in a cumulative total of 8,500.

An additional 750 positions were allocated for Chile. At the outset, the quota for Chile was limited to a mere 400 individuals, however, it has now been expanded to accommodate a total of 1,150 Chilean applicants.

Despite the fact that the number of invitations extended thus far exceeds 108,000, around 17,574 positions are still available across all three categories. The largest category within the International Experience Canada (IEC) program, the Working Holiday Visa category, has issued a total of 97,374 invitations thus far in the year 2023.

Notwithstanding, there are still 16,294 vacancies remaining within the IEC Working Holiday Visa category.

Under the Young Professional category, 123 work permit invitations were issued, the International Co-op (Internship) category had a far lower number of invites, with only 9 being sent last week.

According to the most recent processing update from IRCC on August 9th, the processing time for the International Experience Canada (IEC) 2023 season is 11 weeks.

On Friday August 18, 2023, two new changes were made to the Canada Agri-Food Pilot for permanent residency (PR). Canada is now allowing open work permit applications for the family members of all the Agri-Food Pilot participants.

Also, in lieu of employer reference letters, Canadian immigration will now also accept union reference letters to attest to an applicant’s work experience.

Eligibility for Canada Agri Food Pilot

Individuals residing inside or outside Canada can apply for permanent residency under the Agri Food Pilot if they meet the below listed requirements:

  • You have at least 1 year (at least 1,560 hours in a total of 52 weeks) of cumulative, non-seasonal, full-time experience in the last 3 years in:
    • 1 or more of the eligible Agri-Food occupations in one of the eligible industries
    • This experience must have been gained on an LMIA-based work permit (minimum of 12 months)
  • You have a full-time, permanent, non-seasonal job offer in an eligible occupation listed under one of the eligible Agri-Food industries
  • You have education equivalent to Canadian high school diploma
  • You have enough settlement funds to support you and your family (even if they are not coming with you) to settle in Canada.
    • If you are currently working on a work permit, then you need to show your settlement funds.
  • You have valid temporary resident status (if already in Canada)
  • Meet the minimum score in one of the below listed language proficiency tests:

On Thursday, August 17, 2023, the Ontario Immigrant Nominee Program announced that they conducted two new OINP draws between August 11 and 16, in which they directly invited 2,835 Express Entry profiles.

These draws were conducted under the Human Capital Priorities (HCP) stream, targeting Tech and healthcare-related occupations as listed below:
